That would work - with the caveat that if someone accidentally bumped their yoke or throttle quadrant they may inadvertently assume axis control. Moving using the FSX menu item World | Go to Airport - so for example if I am at Miami (KMIA) and move to Wellington, NZ by selecting NZWN and appropriate gate or ramp parking then the other aircraft at NZWN do not appear (visually or on the View | Aircraft list).

A few aircraft did move around oddly. Most likely due to the quality of the network connection. In the current version if an aircraft stops getting updates temporarily it will continue on it's current velocity. Perhaps if this happens when taxiing, the aircraft should be halted instead. I was able to install and run both v14 and TEST v20 on my Win7 machine. But when I tried to do the same on my Win10 machine (using the same file folder structure to keep the Test and Stable versions separate) I get the message:
